Throw a warning if Traffic Cop is performing redirects when loaded in the <body> #22

Traffic Cop should only be loaded in the <body> when performing a callback. When performing a redirect, it should be loaded in the <head>.
It would be nice to try and warn developers in the console if they are trying to redirect when loaded in the <body>.
