Change `accurateAsOf` in Registrar Actions from optional to required

This is a follow-up issue to #1484 PR, introducing accurateAsOf field. It was marked as optional to avoid breaking ENS Awards, which may use snapshot NPM packages with an older version of ENSNode. This should be undone after the new release.
