cant generate pic with http-equiv

What steps will reproduce the problem?

cant generate pic with HTML which contains <meta http-equiv="Content-Type" 
content="text/html; charset=utf-8">

What is the expected output? What do you see instead?
It's ok when I del  http-equiv

What version of the product are you using? On what operating system?
