HLS grid

Here is a geo-json of HLS tiles. I think we could just build on this geo-json, create a database for DSWX-HLS, add fields for each tile in the database that could guide PCM on how to populate some of the parameters in the run configuration. Specifically configuration parameters that may vary from tile to tile.
