Feature Description

Implement functional integration and test (FIT) scripts for Svc::TlmPacketizer.

Verify all commands succeed and fail as expected and that all telemetry and events are emitted as expected.

Rationale

To verify that individual software features work as intended and that different components within the software interact seamlessly with each other when combined.
