Add a "tags" feature to allow levels to be categorized

The syntax could be: !add
This way, the streamer can only select levels that are the type they want to play. Uses for this would be:
!next , !random , !list , etc...
Potential tags could be: unomas, troll, kaizo, speedrun, standard...
