SQLite support

What's the best way to get this going? Attach to an .so (I'm running Noble Numbat) would seem to be best at the moment until a native implementation is done.

🤩 Integration with sqlite looks like it's going to be a really nice example, I'll get around to implementing it.

I've learned a little bit about the source structure of sqlite, and I'll try to compile it into a sqlite3.o file, and then declare links via package.toml.

Then I'll need to declare a sqlite.n file where I'll use #linkid to bind function declarations and structures in sqlite.

And then having seen how you do that, I can then adapt the process for other standard tools.
