fileType doesn't work for deb files

Setting fileType Directive.CONFIG works only for rpm files even after #118
Also the fileType CONFIG | NOREPLACE also works only in rpm because of static alias and or method is defined only in the RpmPlugin
Probably it's worth combining these so that the single definition could be picked up by both types.

For some reason, fileType CONFIG | NOREPLACE doesn't work in RpmPluginTest
