Description
The "Preferred Districts" section in the volunteer registration form shows a mix of sub-districts (Kieze) and official Bezirke. This causes data mismatches when filtering volunteers by district in the dashboard, because the dashboard options use the official 12-district naming (e.g. "Charlottenburg-Wilmersdorf") while the form stores "Charlottenburg" and "Wilmersdorf" as separate entries.
Expected Behavior:
The form should show exactly the 12 official Berlin Bezirke plus Remotely:
Mitte, Friedrichshain-Kreuzberg, Pankow, Charlottenburg-Wilmersdorf, Spandau, Steglitz-Zehlendorf, Tempelhof-Schöneberg, Neukölln, Treptow-Köpenick, Marzahn-Hellersdorf, Lichtenberg, Reinickendorf, Remotely
