Neogradle failed on Github Action

A problem was found with the configuration of task ':neoFormForgesAccessTransformerProvider_script_neoforge.cfg' (type 'ArtifactProvider').
  - Type 'net.neoforged.gradle.dsl.common.tasks.ArtifactProvider' property 'input' specifies file '/home/runner/work/MobZReborn/MobZReborn/neoforge/build/neoForge/neoForgeJoined20.4.147-beta/unpacked/ats/_script_neoforge.cfg' which doesn't exist.

I cannot reproduce this problem in my local environment. I tried on my Win11 and Ubuntu 22.04 machines with JDK 17.
In my local environment, I can see the file exists, and it is empty:
/MobZReborn/MobZReborn/neoforge/build/neoForge/neoForgeJoined20.4.147-beta/unpacked/ats/_script_neoforge.cfg

The bug still exist:
Execution failed for task ':neoforge:java17:v1_20_2:neoFormApplyForgesAccessTransformer'.

But I "fixed" that using ./gradlew build X (X is the task that I want to execute)
