ColdFront PRs to be merged before August maintenance

Motivation

Ensure all the needed ColdFront PRs are added before & during the August 12th maintenance.

Completion Criteria

All PRs merged before or during Auguest 12th Maintenance
Cut a new version for coldfront-plugin-cloud and update version in coldfront-nerc manifests
Add the academic cluster as a resource on the Staging coldfront
Test all Coldfront operations in staging

Description

Following are a list of PRs that I and @knikolla would like reviewed and merged before the August maintenance:

Merged before Maintenance

Allow direct communication to Openshift API:

• Allow communication to Openshift Users API coldfront-plugin-cloud#224
• Allow direct communication to Openshift Projects API coldfront-plugin-cloud#219

Merged during Maintenance

Add cronjob to automate generating and uploading storage invoice

• Added a cronjob to generate and upload storage invoices to S3 coldfront-nerc#135
• Added secrets for Openshift Academic cluster coldfront-nerc#147

@joachimweyl All of the relevant PRs have been merged, though the cronjob needs to be debugged. I will make a PR to fix the crnojob soon after I help @jtriley debug it.
