view export with external time sync?

I'd like to sync a teleplot view of (already exported) data to an external time source - basically as a controllable history viewer

the time source would send a UDP command containing the timestamp, and optionally a window size
the teleplot display would draw a cursor at the timestamp, and scroll/resize horizontally if needed

how could I go about that?

ps: in my case the timing source would be a Cesium animation of a flight
the flight sensor data would already be in teleplot export format - all I need is a way to peg the teleplot display to the current animation time
