Rewrite the first step of the tutorial to use cookiecutter-netbox-plugin

cookiecutter-netbox-plugin was recently released to provide a convenient scaffolding for new NetBox plugins. We should rewrite the first step of the tutorial to use it, to minimize the amount of time the reader must spend on boilerplate setup.
