Allow CLI to directly push updates to Silo #226

Silo has considerable latency in receiving image updates from a registry. This causes problems for users who are iterating to a complete Seed image.
Desired Solution
Add the ability to the Seed CLI to define a remote URL to Silo on a publish operation. This will call the appropriate Silo API as soon as the image has completed a push to the registry.
Alternative / Workaround
The current approach is to just eliminate the need for scanning by allowing Scale to directly specify a docker image that contains a Seed compliant manifest.
