GitHub Actions CI support

The Seed CLI user guide currently only is generated/updated in the Travis CI build, which is not available in all environments.

**Desired Solution**
Add support for GitHub Actions CI.

**Alternative / Workaround**
Manually generated docs (e.g. HTML and/or PDF) could be pushed to environments until GitHub Actions CI is implemented.
