User activiation

When a new user account is created, the account needs to be activated. This should be possible in three ways:

1. Automatically activated. (Instant active)
2. Confirmation by link in e-mail
3. Confirmation by a user with WRITE permission to the User API

The last option should always be possible, and the default option needs to be selected in the config.php of the API.
