Automate aspects of checklist

Could we integrate tools to automate as many checklist items as possible, such as help coverage for documentation and checking for the presence and functionality of continuous integration, etc? Or perhaps integrate documentation for recommended tools into the workflow? It doesn't need to be completely automated, but might be helpful as a starting point to make the review process more efficient

Automation also reduces the subjectivity for some of the items. The bones of a GitHub Actions workflow to do this are here, but iirc we never got beyond the bones (i.e., it doesn't really check anything yet).
