Add option to warn/error when trying to define in non-existent keymaps #569
Description
As mentioned in other issues, this is an anti-feature that can result in quite a lot of overhead . It is recommended to use e.g. `with-eval-after-load' or equivalents instead. There should be an option to warn/error instead of allowing this feature to avoid accidentally using it.
