Allow changing default timeouts

Right now, the default timeout for bcd and grub4dos (and I think grub2) is 5 seconds. It might be nice for users to be able to switch that to a different time (eg. 1s - 60s).

I do this outside of Lick:

-open Command Prompt(admin)
bcdedit /timeout 10 //change to 10sec
bcdedit //show config
