Update publication flow in order to have a smooth flow for library #112
Description
We need to update our publication flow in order:
- Publish new version each time, when merge to develop and version is updated
- We need to update main page for maven central repository in order to show that we have updated our structure to ./core ./kotlinx-serialization-scale
