Add special case for python TODO

Hello,
I have a bit of a naive question. In the following screenshot, I wanted to have the TODO to be highlighted even when it was right next to the # character, not just when there was a space between them.

I believe that I could add an extended query to handle this special case but I'm a bit confused on how to accomplish that.
I created the file .config/nvim/after/queries/python/highlights.scm with just ; extends in it currently, but not sure how to actually accomplish what I stated before.

Any help would be appreciated!
