Adding section on design and icons standard
Relocate UI tech info Moving and renaming the old WinForms section into a dedicated UI tech section. Merging references and putting the .NET framework dev guide into its own Framework section. Fixing reference to Localization section, and Translations page link.
Technologies overview section Creating a new section overviewing technologies used in WinNUT. Relocating the Localization (Translations) section there, and better organizing it. Also updating URL to the toolkit documentation to archived version. Removing old transation application instructions in favor of linking to new page on the subject.

Add sections about Forms design and frameworks
General restructuring, add of WinForms section Some general restructuring of the page. Start with new developer points at the top, recommended extensions and current build procedure after that. Also adding in a WinForms section trying to describe the design patterns we'll be using, as well as moving the relevant links closer. Leaving the Translations notes at the bottom.
