bump up version of github-release-plugin to v1.4

Update to v1.4.

I'm not able to release this repo

java.io.FileNotFoundException: https://api.github.com/repos/nuvla/deployment/releases

due to an issue similar to jutzig/github-release-plugin#37 That issue mentions new releases that might fix this.
