Port implementation of tiled_task to legate.core

tiled_task wrapper intents to simplify the use of Legate task for the use cases when custom tiled partitioning is needed
Original implementation of the tiled_task wrapper is attached here, we need to port it to legate.core by implementing different features of the wrapper separately to simplify review process

This task needs to be completed by ISC 2026 by which we plan to publish paper on LCLS code and a blog-post that will include tiled_task wrapper examples
