Webserver doesn't start in Windows Version

Static and dynamic views cannot be accessed. The W3 symbol in the menu bar is greyed out and the message "The webserver could not be started. Static views cannot be accessed" appears.
Tested on Windows 10 Pro, similar problem was reported to me from an Windows 11 installation.
