Private Provider: Whitelist for Publisher #681

Is your feature request related to a problem? Please describe.
First of all i don't know if this is a missing feature or just missing docs as i would expect this to be a basic feature. I have a provider hosted on the edge of my network, being accessible from the outside with access to my internal services, which hold the datasets i want to publish. Therefore i have ALLOW_NON_PUBLIC_IP set to True. If I'm not mistaken, any publisher can now access my internal services, similar to this other issue. I did find the ENV PRIVATE_PROVIDER, which (i suspect) would enable me to restrict access to me as the owner of this provider. But how do i set which Address i have? How can i whitelist myself? As far as i understood, Publisher key should not equal Provider Key, so that can't be it?

Please tell me if i understood something wrong. If not, I'd like a solution where i can whitelist addresses of authorized publishers, similar how the operator has a list of allowed providers.
