Allow contexts to be disabled #15
Description
When a context is disabled the context should not be evaluated at all. Other than that a disabled context works just like any other context and can be edited like normal.
- Add unit to test the disabling/enabling of a context.
- Add action to disable/enable context in the context entity table.
- Add action to disable/enable a context from the context edit page.
