Drupal toolbar helpers

Add SCSS variables for all possible heights (open and closed) to the Drupal admin bar.
Add a `drupal-admin.scss` with all breakpoints when the admin bar changes height.

This would be helpful in some cases were we need to style something with `position: absolute` and still want it to work fine when logged in.
