FrameReceiver produces generic error when failing to parse config file #402

rapidjson assertion thrown
It would be very helpful to see the line of the exception so that it is possible to tell what the problem is. Arguably these exceptions shouldn't be caught at all when parsing the startup config and it should just crash.
