[Request] Move parcel layer to the top of the layer stack

At the moment, the parcel layer in the georeferencing interface sits below the Key Map, Main Layers, and Preview. Though it can still be seen with 1/2 transparency, it can blend in with the OSM layer below. It may be helpful to shift the parcels to the top of the stack so that it can still be seen when the layers are fully-opaque.

Ah, great idea. I've noticed this before but then forgot about it immediately after leaving the interface...
