URL redirect does not preserve file name

There is a soft convention in the REST implementation to store the downloaded file with the name of whatever is in "_filename". This is useful for usage in datapkg to preserve file extensions etc.

At the moment, this function is lost when forwarding to S3/GS. We should restore it manually, either in ofs or in datapkg.
