Add a timekeeping system

I have removed the previous method of establishing intervals and timeouts because it is ugly as hell and probably isn't very efficient. We should have a special method dedicated to running methods at certain times and checking up on activity preferably with a dedicated thread handling multiple sessions. We want this bot to manage RAM effectively because it will probably be running mostly on low-spec servers (likely VPSs).
