Having validation file for snv local in a python file and not in a yaml format

It would be preferable to have the validation schemas for the snv local data annotation in a separate file and not in a the adapter yaml file.

Actually, it would be preferable to have the validation schemas for all the in-house data in separate files in a separate folder.
