Refactor scanning handlers

### Describe the feature

Currently, both continuation and new scan options of an in-progress scanning job are handled inside one big handler with many branches. It is hard to read, so we need a refactoring

### Suggested solution

Separate the ```start_scan_handler``` handler into smaller ones, with reduced branching factor
