I don't know much about https://github.com/onnx/ir-py but if it doesn't have big problems I'd like to follow it.
Maybe version should be bumped to 0.4.x since about a year elapsed since latest release of 0.3.x

@justinchuby I think the correct workflow file would be build-and-test.yml (https://github.com/onnx/optimizer/blob/main/.github/workflows/build-and-test.yml))

I mean we could adapt it to main.py according to (ir-py/.github/workflows
/main.yml).. but in onnx/onnx we use main.py for a different purpose. (just thinking what might be good to align)
