Feat: Downstream support for spec > 1.3x

🚀 Support Spec 1.3x in Our Tooling

Summary

Our current specification tooling defaults to OpenAPI 1.26. We need to bump support and verify downstream compatibility.

Background

• Current default: OpenAPI 1.26
• Motivation: Several downstream tools (code generators, validators, clients) have released 1.3x-compatible versions. To take advantage of notification specification and upcoming changes.
