[GH Request] Transition the sandbox.openedx.org property to the openedx.io domain.

Problem/Request

Currently the sandbox.openedx.org (Public sanbox) is on the main openedx.org domain. However, for most test and trial deployments of openedx, we're now using the openedx.io domain. Setup the new domain and transition the site to sandbox.openedx.io

Implementation Details

• sandbox.openedx.org should show a intermediat splash page that explains the move and then redirects people to the new sandbox.openedx.io page.
• We'll have to coordinate this change with Abstract who is currently serving this site for us.

• Less risk of cookie issues with the main openedx.org site.
