No LVGD created for border LA

Some LA do not have LVGD(s), e.g. this one which is cut by a MVGD border:

top: la_id=63655 (1 LVGD)
bottom: la_id=10302 (no LVGD)

I'm not sure how many are affected. I've built a workaround in Dingo, so don't rush..

Are you able to fix it quickly? Otherwise we may leave it unfixed for now...

This bug seems to be more complicated, so won't be fixed in this version. sorry
