Proposed process towards publishing 1.1

Suggestion on the timeline that we need to discuss/agree this in the WG. All the months are "indicative", and we don't generally commit to deadlines.

Feb:

Finish spec work (merge pull requests marked ready-for-pr)

March:

Start WGLC/45 day public review period to publish an implementers draft
Encourage implementers to implement & try interoping & provide feedback on spec

Late April/May:

look at feedback, implement changes
WGLC for VP/HAIP 1.1 as final if spec looks good.
