Description
PP Resolution 130 (Strengthening the role of ITU in building confidence and security in the use of ICTs) (perhaps the most important sections in this Resolution are the references to the mandate of ITU in the technical and capacity building domains); WTSA Resolution 50 on Cybersecurity which was revised by WTSA-24 (see DT-82, particularly considering further e), recognizing c), noting c), resolves 3, 5, 6 and 7, instructs SG17, and instructs the TSB Director 6), and a couple of Council documents from the 2024 session of Council. These include C24/18 - ITU activities on strengthening the role of ITU in building confidence and security in the use of ICTs and C24/54 - Report on establishing a governance structure for cybersecurity, ICT and data/information.
The wild cards in all discussions on cybersecurity are the following: the WSIS Action Line on confidence and security on the use of ICTs; the Global Cybersecurity Agenda discussed at the level of the Council; and ITU-D Question 3/2 - Cybersecurity assurance practices. The potential for a serious disconnect among the various ITU-related pieces is always present and compounded by the WSIS factor.
