Jump directly to specific title/section

There should be an easy way for a user to jump to a specific Title/Section if they know the number.

How about making the number in the titlebar clickable/editable?

The trick would be to make it obvious that it's clickable and that it's
intended for use, without making it look like a janky form element...

We could also make the search field be smart about handling searches that
look like title+section and jumping right to it. Again, the trick is making
it apparent that this is possible.
