Annotator?

On the unofficial site, we should consider adding an annotation feature such as Annotator. There are myriad reasons why we might not want to do that. But we should explore it.

We may want to have a group huddle to think about what we would like to build here, on DC decoded, and on a future official site. Better to have each specialize than make all do everything.
