In opensearch-project/cluster-etcd#91, I've tried modifying the CI checks on the cluster-etcd plugin to use JDK25 instead of JDK23. The idea is that JDK25 is a LTS release, so I think it makes more sense to track that.
Unfortunately, the repository is still configured to require the JDK23 check on every PR.
I could add back the JDK23 check (in addition to JDK25) in order to merge this PR, but I'd like to remove the JDK23 check (and make JDK25 mandatory).
Additional information to support your request
If there's a better way to handle these required checks that I can manage as a maintainer (but not an admin), please let me know.

No rush. I'm just taking care of some repository maintenance.
