[FEATURE] project board for TAG Observability

Is your feature request related to a problem?

as co-lead for TAG Observability, we've been experiencing challenges on follow ups on TAG meeting action items.

What solution would you like?

We'd like to start a project board to track those. this is aligned with the way open source projects under the CNCF and LF do it, for example OpenTelemetry's SIGs
for example, as co-lead of the OpenTelemetry CI/CD SemConv SIG, that's the board we use:

And this is the OpenTelemetry generic template:
<INSERT PROJECT NAME>

this could be a good best practice for OpenSearch TAGs, beyond the observability TAG.

What alternatives have you considered?

we have the meeting minutes doc where we can capture action items, but hasn't proved effective

see above reference from OpenTeleemetry's SIGs

what does it take to have people added there? such as TAG leads (myself and @oberkem in the case of TAG Observability) and relevant TAG members that volunteer to help with the project board?

@peterzhuamazon It appears Dotan is member of the OpenSearch GitHub project. Why can he not assign owners?

@andrross I am seeing @horovits as an admin of the board already, he should be able to update the board already?

@peterzhuamazon The specific problem is that he cannot assign issues tracked in the board. He has no ability to modify the "assignees" field on the issues in this repo. Is that restricted to maintainers?

@peterzhuamazon @andrross - it may be membership in the 'Triage' team. I believe that would allow @horovits to assign Issues appropriately. https://github.com/orgs/opensearch-project/teams/triage
