DS testcase: 11Positive Deployment Spec with all hosts shared unchecked got "Fail to gain lock"

Expected Behavior

All DS automation testcases should pass

Actual Behavior

Failed on TC#11

Steps to Reproduce

Run CI job: Automation-Detailed-Newton or Automation-Detailed-Ocata
Note: instructions how to reproduce manually in the DS DELETE and POST loop till it happened:
After you have VC with name
Da with name

go to https://10.3.205.104:8090/api-doc/

Operations for Virtual Systems
GET /api/server/v1/virtualSystems/{vsId}/deploymentSpecs

After you know the ds id
DELETE this DS, then
POST DS
use url: 10.3.205.104/.....................
use POST
{
json}
DELETE DS with (id+1)
10.3.205.104/.....................
DELETE DS,
POST again and DELETE with id+2 and so on until it fails and got Lock issue.

Validated the provided steps and found that the problem is reproducible.
