ArgoCD shows the cloud-provider-config ConfigMap in an unknown state because it is being synced to the openshift-cluster-csi-drivers namespace along with the ArgoCD annotations.

When syncing the ConfigMap cloud-provider-config from the openshift-config namespace to openshift-cluster-csi-drivers, the ArgoCD annotations are also copied, causing the replicated ConfigMap to appear in ArgoCD with an unknown status.
