Block of first-visit Chrome on Windows traffic

We need to figure out how to post a summary of this report given it involves non-public blocking code.

An overly broad block cut off access to first time visitors using Chrome on Windows 11. A reload worked fine and all subsequent visits worked fine

Timeline:

• https://github.com/openstreetmap/opentofu-fastly/commit/2d7c996450521678218dc17173d79e9258166ff9 introduced an overly broad block that blocked access to Chrome on Windows when making a first request.
• 2026-03-12T04:03 Fastly version 55 was activated with the new change at 2026-03-12 04:03 and first-time visitors started seeing errors
• 2026-03-15T12:53 I started some tile-related testing that required visiting osm.org on various browsers for the first time and got 429 errors
• 2026-03-15T05:55 I ran queries finding the 429 errors in the logs.
• https://github.com/openstreetmap/opentofu-fastly/commit/9459e8683d64017b96da918a06652ad7903cae0d removed the block
  2026-03-15T13:03 Fastly version 59 was activated removing the change
