irc2sql re-activation makes weird initialization

In relation with #523 , I temporaly re-enabled irc2sql using /msg OperServ modload irc2sql. Then I had a look in the chan table: only the unregistered channels were in, I had to restart anope to have the table filled with all registered channels.
I didn't look at the user table, but as I disabled again the module, I'll check that on next enabling (probably on saturday)

Note: I didn't drop the tables before enabling the module
