Hide the sidecar tab in book details when "Enable Sidecar JSON" is disabled

What went wrong?

When Enable Sidecar JSON is turned off in metadata settings, the Sidecar tab still appears in the book details metadata view

How can we reproduce it?

1. go to settings
2. disable sidecar json within metadata settings
3. open book details
4. note the tabs
