Rio Grande do Sul is one of the first subnational governments that decided to participate in the Open Budget Portal. This database is the result of a multi-agency effort on the side of the Rio Grande do Sul Government: the Secretariats of Planning and Finance, Civil House, as well as the Tribunal de Contas of Rio Grande do Sul provided public expenditure information for the project. As a result, the Rio Grande do Sul presents information for both state and municipal government disaggregated by economic, functional, program, and project classification. Thanks to the effort of successive Brazilian governments, the information of the two levels of government use the same chart of accounts, enabling comparisons at the accounting and analytical level.

Database users should be aware of the potential limitations of the datasets. We urge users to consult the users’ manuals to learn more about these limitations and take them into account when analyzing their countries’ budgets.

The state expenditure dataset contains information on projects approved through the participatory budgeting Initiative (Consulta Popular) brokendown by regions and municipalities.
